Background
A legislative bill was passed and amended in 2017 and 2018 regarding the criteria for
professional counselors that include the addiction counselors. This is a general bill sponsored by
Representatives that include Atwater, Fry, Rutherford, Bedingfield, Weeks, Alexander, Norrell,
Dillard, West, Douglas, Spires, Erickson, Ridgway, Henderson, Huggins, and Hewitt (South
Carolina State House Gov, 2017). The bill was introduced to the House on January 10, 2018.
Deliberated in Senate in 27th of March 2018, and amended in 21st of March 2018. The General
Assembly passed the bill on the 10th of May 2018 and was ratified and signed on the 18th of
May 2018 (South Carolina State House Gov. 2017).
The summary of the Bill has focused to the addiction counselors and the history of the
legislative actions is as follows (South Carolina State House Gov. 2017): The bill was first
introduced and read on January 10, 2018. This is then referred to the Committee on Military,
Municipal and Public Affairs, and Medical in on the same date. On January 30, 2018, the error of
Scriver was corrected. On March 8, 2018, the committee report was issued revealing the
committees that are favorable with the amendment and this is recorded on page 6 of House
Journal. On the same day, the debate was adjourned and subject for further deliberation on
March 21, 2018. On this day, the bill was amended; second, third readings and a roll call Yeas106 were made. On March 27, 2018, this was introduced and read in the Senate then the Senate
referred it to the Committee on Commerce and Industry and Committee on Labor. On May 21,
2018, the result of the committee reports favorable of the bill. May 9, 2018, the second reading
and the roll call was made Ayes-42 and 0-nays, and read t=fit the third time on May 10, 2018.
May 14, 2018, this was ratified R-256, was signed by the governor on May 18, 2018, and its
effectivity was dated May 18, 2018. On May 31, 2018, this became an Act No. 249 (South
Carolina State House Gov. 2017).
This Act 249, R256, H4601, amends the South Carolina2019;s Codes of Law relating to the
provisions that are generally applicable to counselors that include the addiction counselor (South
Carolina State House Gov. 2017). The following amendments made where the addiction
counselors are now included are in the issuance of licensure in practicing the profession, covered
by the standards set for the counselors, subject to disciplinary proceedings that are related to the
profession.
Addiction counselors can already apply for licensure starting October 1, 2018, adhering
to the requirements and regulations that are stated in Chapter 75 of Article, 1976 Code Title
40(South Carolina State House Gov. 2017). On Section 4 #18 it states that the practice of the
addiction counseling is providing counseling services by the professional addiction counselors
where the process involves specialized skills as well as the appropriate knowledge that are
related to the various scopes of addictions such as the behaviors, treatment process that is related

addiction. In addition to this, it also offers continuing education to the staff to ensure that the full
recovery process will be achieved by the resident addicts.
